CONSTITUTION

THE CENTRAL RECORDER

CENTRAL CONNECTICUT STATE COLLEGE

 

ARTICLE I.           PURPOSE

 

Section 1.   The purpose of the student newspaper, The Central Recorder, shall be:

a.   To study, evaluate, and publish all events pertinent to the Central Connecticut State College Community;

 

b.   To uphold traditional and contemporary forms of journalism, in such a way to generally develop and utilize creative journalistic methods, techniques, and styles contributive to the communication of information and commentary, most suitable to the presentation of the Central Recorder as a newspaper;

 

c.   To comment through Features, on particular events, issues, or personalities by means of investigative reporting, research, omniscient observations, and in depth interviewing;

 

d.   To delineate matters of importance and to judiciously weigh and air events and issues, particularly through Editorial commentary.

 

ARTICLE II.    MEMBERSHIP

 

A.  Eligibility

 

      Section 1.   Membership to this organization shall be open to all full-time matriculated undergraduate students.

 

B.   Responsibilities

 

      Section 1.   At any time following an individuals expressed interest in participation in the journalistic function of the Recorder, it is expected that such interest should be realized by the individual contributing time and effort to a general area of activity, under guidance of an Editor or an Experienced Staff member.
     

      Section 2.   After one month of active journalistic participation (see Article II c,  Section 1) an individual will be eligible to vote when occasion demands, and after one month of active journalistic participation the individual shall be acknowledged as a Voting Member by the presentation of a Press Card which affirms membership in full to the Central Recorder, inclusive of rights and responsibilities thereof.

 

      Section 3.   The Members shall have sole power to determine organizational policy consistent with the regulations of the college and the constitution and by-laws.

 

C.  Membership Standing

 

      Section 1.   A member of "good standing" should devote a minimum of one hour of journalistic participation per weekly publication; for at least one month, or lose their status, otherwise, as described in Section 2.

 

      Section 2.   A member not in "good standing" is one who has not consistently complied with Section 1, and shall lose his status as a member of "good standing" of the Central Recorder, and must relinquish his Press Card to the Central Recorder; if such member complies with Section 1 in the future, he will be reinstated as a member of "good standing".

 

      Section 3.   Any case in the exception to c, Section 1 or 2 must be submitted in writing to the Editorial Board (Article IV, Section 1) for consideration.

 

ARTICLE III.  RULES OF PROCEDURE

 

Section 1.   All meetings shall be governed by Robert’s’ Rules unless stated in the constitution or suspended by 2/3 voters of the members.

 

Section 2.   Meetings shall be called at the discretion of the Editor(s)-in-Chief or when otherwise requested by a majority of the members.

 

ARTICLE IV.  EDITOR(S)

 

Section 1.   The enumeration and duties of Editor(s) and the Editorial Board of the Central Recorder are:

 

a.   Editor(s)-in-Chief shall preside over all meetings and shall make the decisions concerning the operational aspects of the Central Recorder, as well as editing the content of the Central Recorder as defined by ARTICLE I, Section 1; The Editor-in-Chief shall appoint all editors.

 

b.   Managing Editor shall substitute for the Editor(s) in his absence and he is to keep in close communication with other Editors, Staff and with the Editor(s)-in-Chief in the capacity of supervisor of the Central Recorder’s operational aspects and to report all such defined aspects to the Editor(s)-in-Chief.

 

c.   Business Editor shall maintain all business activities that are vital to the Central Recorder; these include the maintenance of bookkeeping and records of the Central Recorder which concern finances of any kind.

 

d.   All editors of the Central Recorder may choose subsidiary editors or assistants to their position(s) as defined by ARTICLE II, B. Section 1.

 

e.   The Editorial Board will consist of the Editor(s)-in-Chief, managing editor, advertising, news editor, arts editor, and sports editor.

 

Section 2.   The election of Editor(s)-in-Chief shall be held within one month to the end of each semester and the new Editor(s)-in-Chief’s term shall take effect immediately after the final publication of the semester; the Editor(s)-in-Chief shall be elected by a majority vote of the Staff that are Voting Members as stated in ARTICLE II; eligibility for Editor(s)-in-Chief is open to any Recorder member as stated in ARTICLE II.

 

ARTICLE V.   FACULTY ADVISOR(S)

 

Section 1.   The Advisor(s) shall be informed of meetings and the general functioning of the Central Recorder newspaper, and should aid and advise on matters under consideration.

 

Section 2.   The Advisor(s) should attend meetings if possible.

 

Section 3.   The Advisor(s) shall be appointed by the Editorial Board with the consensus of a majority of the Voting Members.

 

ARTICLE VI.  RECORDS

 

Section 1.   The records of the Central Recorder shall consist of membership records, financial records, and other necessary records to be kept in accordance with the most utilitarian procedures and/or accounting principles.

 

ARTICLE VII. BY-LAWS AND AMENDMENTS

 

Section 1.   This constitution, together with its by-laws, shall constitute what would generally be the common laws of the organization.

 

Section 2.   The constitution may be amended by a 2/3 vote of all Voting Members as defined in ARTICLE II, previously notified by the Editor(s)-in-Chief within an equitable space of time in a clearly communicative manner (one week written notice).

 

Section 3.   A copy of this constitution shall be provided to Editor(s)  of the Central Recorder with the requirement, within their responsibilities to read said document; this constitution shall be provided to anyone upon request.
