
CONSTITUTION
THE HELIX
Central Connecticut State University
New Britain, Connecticut
ARTICLE I: NAME
The name of this organization shall be the Helix.
ARTICLE: PURPOSE
The purpose of this organization shall be:
2.1 to promote the creative expression of the students of this University;
2.2 to further students' interest in developing personal artistic expression by providing an appropriate publication; and,
2.3 to encourage all students to become involved in the artistic efforts of the CCSU community.
ARTICLE III: MEMBERSHIP
3.1 Membership in this organization shall be open to all full-time, matriculated, undergraduate students at Central Connecticut State University.
3.2 Associate membership shall be available to any member of the campus community who is enrolled in a class or is employed by the University. Such members may not hold office and may not vote.
ARTICLE IV: ELECTIONS
4.1 The elected officers shall be: a President (also serving as editor-in-chief), Treasurer, and Secretary. These officers, and the faculty advisor(s) ex officio and non-voting, shall comprise the Executive Board.
4.2 Election of officers shall take place at the last regularly scheduled meeting of the academic year.
4.3 Voting privileges are open only to students who have been active members throughout the semester. An active member is one who has attended at least six meetings and assumes the duties of membership that have been outlined by the executive board for that semester.
4.4 Special elections will be held should vacancies occur.
ARTICLE V: POWERS AND DUTIES OF OFFICERS
5.1 The President shall:
a. preside at all meetings;
b. perform other duties deemed necessary to that office; and
c. in keeping with the duties of editor, shall have the final approval of submissions.
5.2 The Treasurer shall:
a. keep the Helix's financial records and be responsible for submitting the proper financial information regarding printing expenses to the University. He/She is responsible for acquiring all information regarding the Helix's budget for the semester;
b. render a detailed, accurate financial report when one is sought by members of the Executive Board, faculty advisor(s), or other duly authorized University personnel;
c. perform other duties necessary to properly fulfill the office.
5.3 The Secretary shall:
a. record the minutes of each meeting, which should be available to members upon request;
b. maintain the membership roster;
c. attend to all correspondence for the organization;
d. perform other duties necessary to fulfill the responsibilities of the office.
ARTICLE VI: MEETINGS
6.1 Members will be given at least five (5) school days' advance notice of a meeting.
6.2 Any motion presented at the meeting (except amendments to this constitution) shall be approved by a majority of members present.
ARTICLE VII: AMENDMENTS
7.1 Proposed amendments to this Constitution will be presented by members, in writing, at any given meeting.
7.2 Voting on the amendments may occur at the meeting when presented or the meeting immediately following.
7.3 A two-thirds (2/3) vote of those present is necessary to amend this Constitution.
ARTICLE VIII: MEETING PROCEDURES
Robert's Rules of Order in its latest edition shall regulate the meetings of this organization except where it conflicts with this Constitution or its Bylaws.
ARTICLE IX: MISCELLANEOUS
When the rules and policies of this organization, the content of its Constitution, or the actions of its members conflict with University regulations, the latter shall prevail.
